Resolution:

Check whether State service application is created or not from [central administration] [Manage service applications from Application management]. You may observe that State service service application is not created.

Solution for the problem is we need to create the State service application.

A better way of creating it is using powershell.

Execute below powershell script to create the State service application.

# 1.create State service service application

$serviceApp = New-SPStateServiceApplication -Name "State Service ServiceApplication"

# 2.create State service service application Database

New-SPStateServiceDatabase -Name "StateService_serviceApplication_Database" -ServiceApplication $serviceApp

# 3.create State service service application proxy

New-SPStateServiceApplicationProxy -Name "State Service ServiceApplication proxy" -ServiceApplication $serviceApp -DefaultProxyGroup
